I'm currently involved in a project to provide an "open to everyone" free learning management system. I've take the Indy site and converted it into a free online course. It's has a short quiz at the end of it course and provides a printable certificate that teachers can use to validate that the students studied the course information and passed the exam.

Again, its open to anyone, and educators are welcome to post their own online courses in the same system.
